As if the name isn't self explanatory enough, this is a dynasty league. So you will keep all your players year after year unless a contract expires. You will play the actual role of an NBA GM.
Rules for the League:
Commissioners:
Zach is the Commissioner of the league and Alex, Ethan, and Landon are Co-Commissioners. The Commissioner say will be final on all matters.
Price:
This is league is 100% absolutely free .
Team Rosters:
Teams will each have a 15-man roster. 12 active and 3 reserve. Players on the reserve cannot be started or played. In order to play them, you must bring them up from the reserve to active roster. Teams will also get 2 injured reserve spots. If a player is on IR, then a team may sign another player to cover for the injured player. At maximum, if both IR spots are filled, a team can have 17 players on a team.

Teams will be able to start seven players at a time on the league scoring site.
Scoring:
We will use ESPN for league scoring.
Scoring with be H2H categories contributes to a single win. The scoring categories are: FGM, FG%, FT%, 3PM, Points, Reb, Ast, St, BLK, TO. So you would be 1-0 after the first match up if you win. Match ups will last one week (Mon-Sun) Since ESPN only allows 20 teams and this is a free league, the commissioner will make one league for the Western Conference and one league for the Eastern Conference. A league for the playoffs will also be created. Teams will only play teams in their conference except for the championship.
Playoffs:
We will follow the NBA way of doing the playoffs, and have 8 teams from each conference play each other in week-long contests. Seeding will be done by best record. 1 vs. 8, 2 vs. 7, 3 vs. 6, 4 vs. 5. The winner moves on until we have a conference championship from each league. From there, we will manually record the scoring for the title on proboards.com
Google Spreadsheets:
We will have Google Spreadsheets where the Commissioners will record the rosters of each team. This will prevent mix ups on who has which player as well as keeping track of draft picks and team salary caps. If at any time you see a difference between your proboards roster and Google Spreadsheet roster, please contact a commissioner immediately.
Contracts and Salary Cap:
Teams will have contracts for each player on their team. The league salary cap will be 65m for now. We will use the real NBA contracts of players for their contracts in the league. After the league has been going, teams may elect to sign a player for the minimum, which is listed below. A player signed on the minimum can be waived free of charge.
The official format for players' contracts is as follows:
PG/SG- Jordan Crawford: (12/13) $1.2m (13/14) $2.2m TO (14/15) $3.2 QO
The (12/13) represents the season. Players' position(s) must be listed. All salaries will be rounded to the nearest hundred thousandth. For example, if a player is getting paid $725,000 , his salary is rounded to $0.7M, if a player is getting paid $20,780,000 , his salary is rounded to $20.8M. This is a process that makes posting trades, copying down new players' salaries, and counting salary and cap space much simpler.
Releases and Waivers:
If you waive a player, you will not get off the hook completely. Once released, a player will undergo waivers where any team can claim him in the regular season. If unclaimed, the team that released him, must pay half of that players contract for each year until that players contract runs up. If a player is claimed, he simply goes with his current contract to his new team. If a team releases a player with an expiring contract during the off-season. The player will go into Free Agency.
Post all waivers in the "Waivers" board.
Retired Players:
If a player retires, leaves the NBA, or dies, a team may perform a contract buyout of half of that players current yearly salary for one year. So, for example, if Juwan Howard retires with a contract of 3 years @ 4m per. I can use the buyout to pay him 2m for one season and then I am no longer in control of him. All buyouts are final, if a player pulls a "brett favre" and returns to the NBA, you may not take him back if the buyout is already performed.
Free Agency:
During the season and in the off-season, there will be two types of free agency.
#1 Regular Season Free Agency
During this period of Free Agency when games are being played, teams can sign players to one year contracts. This will consist of unclaimed players that have gone through waivers, or unowned players that teams want to bid on. Players will be posted in the free agents board under their correct position. A team wins a player if they have the highest standing bid for 24 hours. The highest money total for the one year deal is the highest bid. Bids should be posted as followed:

Teams that win a player may add that player to their roster after the 24 hours are up.
#2 Off-season Free Agency
In the off-season, teams may offer contracts for 1 to 6 years to players. This type of free agency will consist of players that have had their contracts expire with their former teams, unowned players, and players that were waived during the off-season and were not claimed. The team with a bid standing for 24 hours will win the player. Bids should be posted as followed:

In both types of free agency, teams must offer the same amount of money per year to players. For example, you may not offer a player a 5 years contract worth 50m with it split up as (5m) (5m) (10m) (10m) (20m). This will prevent back-loading of contracts. The highest amount of money PER YEAR will win the bid. You can not top a bid by adding an extra year to a contract. So 5 years @ 20m doesn't top 4 years @ 20m. You'd have to do 4 or 5 years @ TWENTY-ONE million to top it.
Restricted Free Agency:
A restricted free agent (or RFA, for short) is a player who's rights are still owned by his team. The player can choose either to re-sign with his team, or sign somewhere else. RFA's are players coming off their rookie contracts.
RFA's start out with a qualifying offer. This QO will be 125% of the previous year's salary. When you have a RFA, and it is the offseason of the QO, you must post the player as a separate thread under the board, "Free Agent Bidding". You will post the letters RFA then the player's name as the title, then post the QO in the original post. When RFA bidding opens up, teams may bid on the RFA with offer sheets. Offer sheets are pretty much just bids. RFA bidding will operate the same as UFA bidding (explained later). But, the team holding the RFA's rights may not bid. When the last offer sheet has been standing unchallenged for 24 hours, the team holding the RFA's rights will then get 72 hours to match the offer sheet or to not to match it. If it is not matched, the team with the last offer sheet that was not matched then has to give a compensation pick. The compensation pick must be a pick in the same round the RFA was drafted in, and only the current year. If the team that won does not have the pick or cannot acquire one within 24 hours by trade, the team with the previous offer sheet will be rewarded the RFA. The matched offer sheet or unmatched, winning one then becomes the RFA's contract.
If your RFA is not bid on at the end of the RFA bidding period, you may re-sign him for a deal up to 4 years. Your salary offered may not be less than the QO and must have a gradual salary increase each year. You will PM you deal to one of the three commishes. If your offer is rejected, you will get one more shot. If that is rejected, a commish will automatically give the player a one year contract and he will become an Unrestricted Free Agent at the end of the season.

Franchise Tags:
Teams can use a franchise tag on players with expiring contracts during the off-season. Teams get one franchise tag each season. Franchise Tags can be for only 1 year in length. Players will be paid according to this scale:
Ranked 1-25 --> 17m per
Ranked 25-50 --> 14m per
Ranked 50-75 --> 10m per
Ranked 75-100 --> 7m per
Ranked 100-150 --> 5m per
Ranked 150-200 --> 3m per
Ranked 200+ --> 1m per
Rankings will be posted on the proboards site each year during the off-season for owners to use. Franchise Tags must be sent in a PM to the Commissioner to be considered official.
Extensions:
This league will not have extensions. To make free agency more competitive and to keep the balance of the league. Teams can only resign one player through the franchise tag without other teams interfering.
Trades:
Teams may trade with other teams as many times as they wish, no transactions limit. Trades should be discussed by PM or in the league chat box, not in posts on the league site. Trades should be posted in the trade review sub-board of the trades board section as followed...

Trade Review
After a trade is posted, there will be a 48 hour voting period. Teams may elect to veto a trade by posting "veto" (with an explanation) or "approve" in the trade post. If a trade receives 4 vetoes, the deal is then officially vetoed. A trade must get 6 approves for it to be officially approved. All owners can vote except those involved in the trade.
Rookie Draft:
Each year, we will also have a 2 round Rookie Draft around the time of the NBA draft. This draft will consist of players that were selected in the NBA draft. There will be a fixed order starting with the team with the worst record to the team with the best record from the previous year. Teams will have 24 hours to make selections. If the time period is up and they have not made their selection, a commissioner will pick a player for them. Rookies will be given a contract based on this scale:

So, first round picks will be signed to a 5-year deal (TO 3rd and 4th year, QO fifth year [meaning the player becomes a RFA])
2nd rounders.
2nd rounders will get paid the minimum salary for their contract. Their contract will last a total of 3 years (TO 2nd year, QO 3rd year) each year at the minimum salary.
Commencement Draft:
At the beginning of the league, we will have a commencement draft to evenly distribute the talent to the league. The draft will be in snake order to make it fair for teams at the back of the draft. The order will be randomized once all 30 owners have joined the league. All current NBA players are eligible. Teams will as usual have 24 hours to make their pick. Once a pick is made the player should add that player to his roster.

You are allowed to trade your Rookie Draft selections, and you can now trade the commencement draft picks. Draft picks can be traded by themselves. Post them as followed...

You may trade up to two years in advance. So you can trade your 2013 picks if we have not yet done the 2012 draft. After the 2012 draft, then you may begin to deal your 2014 draft picks.
